Chapters: Are You Attempting too Much?

I've been thinking about chapters the last couple of days as I've caught up on some television that I recorded and didn't watch yet. I watched the latest episodes of both Arrow and Doctor Who yesterday afternoon. Both were a little lackluster. And after reading a recap of them each to see a different perspective I started thinking of the reason.

Each episode tried to do too much. And each fell short because of it. Yes, character development and plot should be moved forward chapter by chapter.

But try to cram in character development for too many characters and plot development for too many sub-plots and either your chapter will become ridiculously long or you won't give enough weight to each character and plot-furthering event.
